2G Bad idler pulley??

Recently been having some light chirping noise coming from the timing belt area. Only happens under light load and nothing at idle. I did the usual and pulled accessory belts and no changes. Added a new power steering belt then swapped to a new Saturn alternator and belt. Still no change. I pulled the timing cover and did a inspection. Everything seemed ok except for this rubber build up on the idler pulley. I’m starting to believe this pulley is locking up and collecting rubber streaks. It clearly spins at idle and free revving though. I have since cleaned the pulley and took the car to work. Heard the chirping as usual and when I got to work this morning I took this picture. I believe this is my problem. Just looking for other opinions. Timing kit was from gates and only had 3500 miles. I do plan on changing this out obviously. Should I do the rest of the timing components as well?? Going OEM Mitsubishi for the pulley this time.

Gates is an excellent belt company, as far as other components that they dont make, they likely just buy them from the lowest bidder that makes an ok product, I would use the Gates belts and stock idler pulleys.
