Antenna does not go down

I been trying to fix this so long but it just will not go down. how do i get my antenna to go all the way back down. it goes up fine but it will not go back down until i shut off the car, sometimes it dont go down unless i push it back down, but it still is stuck up. here is a picture to what i mean.

well its supposed to go down either when you power off the car, just the radio itself, or insert a cd...which scenario are you in when you are trying to get it to go down?

mine dont go down at all now when it goes up it stay up. it only go down a certain point when i shut the car off. if you look at the picture that is when the car is off, thats where it stop at.

Or, a replacement antenna off eBay's $30.

no need for a replacement antenna since i get no reception what so ever. so i'll just do whatever i can to get it all the way down.
