Well how much of a spray do you want to have? I think it ranges from 50-200 and also there is alot of different kits you can get. (Dry shot, Wet shot, Direct port)
Figure that out and we can help you some more on what you would need.

I myself have never used nitrous. I've been in a few cars with spray but they were fast enough that actually spraying really wasn't necessary.
The link I posted seemed pretty informative. Without forged internalls and what not, I would not go higher than a 100 shot. I've heard a lot of horror stories about nitrous, enough that I have stayed away from it. I'm sure though that most issues would be from human error in some way.

I'm sure there are others here who know a great deal more abot this subject than myself. Not to be a prick, but do some hard research here and Google. There has been over a decade of trial and errors that one can learn from. Coming up with something no one has thought of or attempted before is going to be hard to do.

if that 1200 budget includes the nitrous kit, then start saving your pennies because your not even close.

i had a honda *gasp* with a built B16 (eagle rods, wiseco pistons, etc etc running about 11-11.5:1 compression, dont remember off hand now, stock cam as well)

lasted through about 75 bottles, after that cylinder #1 was running about 85PSI compression, and the clutch pressure plate exploded one day in regular traffic.

be ready to have a very finicky, possibly unreliable build, especially with your budget.

as boosted said, you need to figure out what you want for your build. you need something to tune with when you spray also, a safc isnt going to cut it.

just my motor build cost me 1K or more. (dont remember figures off hand)

*edit*

by the way, the money spent building, putting in nitrous, filling when you run out, and rebuilding and replacing broken parts, would be alot better spent on a turbo setup where the power is always available.

Anubis is dead on. That's the kind of stories I hear about nitrous. I know you're wanting to go n/a but my opinion is you piece together your own turbo set up. I think it would be less stress on your engine and you would see more days without failure. Furthermore, you can only go so far na and on the bottle where as piecing your own kit you can always improve and take it further. I mean a small turbo, good used manifold, oil lines, etc.... you can run low boost and have more HP and a more reliable setup. What condition is your engine currently in? I.e mileage, timing components, compression, etc.... Those are what I would address to ensure whichever avenue you pursue your engine will hold up.

if you do all motor there is only to the point where you can get a lot of power. Do you not want a turbo?
