Is this a narrowband o2 gauge? If so, then that is how they are. A narrowband o2 sensor only reads a very small range ~14:1 to 15:1. The ecu constantly bounces between under and over 14.7:1 which will result in a narrowband o2 gauge to just jump around. They are really good for nothing other than having pretty lights in a car.
 
this should be a easy thread that wont help get a wideband for the price of a new af, about $ 60 new the he aem wideband is around 218 shipped from most of the vendors here.
