adjusting the eccentric for timing belt tension

Okay, so I have read the threads, the VFAQ, etc etc.. After 5 hours today, trying to do my timing belt, I need some help. All of my marks line up, but I can not for the life of me get the belt to get tight with the tensioner pulley( the eccentric one).
I've compressed the tensioner in a vice and got a pin in it. I do not have the special double nipple tool. I've been trying the allen wrench trick, but to no avail. Maybe im screwing up somewhere. HELP!

For starters, I have a 95 GSX, mod list is up to date. stock 7 bolt rebuild. Are the holes on the eccentric supposed to be up or down? Perhaps this is my issue..
 
Getting the tool will save you hours of time.

I didn't have the correct type of torque wrench to set the tension, so I used the tool to tighten it until the tensioner had about .150" spacing between the body. Worked like a champ and I was completely done setting the timing belt in about a half hour.

The kit from jayracing made it super easy to do. Best $50 I've spent!!!
 
thats what confuses me. Some say the holes go down, but the picture shows up.. i would buy the tool, but I am out of cash for the rebuild.
 
The picture is from a 1G. The 2G Timing belt VFAQ tries to be specific that the tensioner pulley pins rotate down on a 2G. Check step 28.
