a/f gauge reading rich

When i first turn my car on in the morning the a/f gauge moves between lean to rich and when im driving and i let off the gas the gauge reads all the way rich. What could be the problem? A friend of mine has the same gauge and his stays in the middle most of the time and doesnt dance around. Could this be because he has a different make of car?
 
The problem is that a stock narrrowband O2 sensor can't give an accurate A/F reading. It can only be accurate near 14.7:1, when A/F moves away from 14.7 the gauge becomes worthless.
 
Ive had a AF ratio guage and it hasn't helped me at all except for when letting me know my car is warmed up and ready to drive..
