Spyder 99 Spyder Fans don't work

Tearing to fans whoever had this before me used outside electric cord for fans. I unhooked them both trying to figure out why fans will not engage tried hooking up both ways I have power to the factory plug but they won't turn on. Ran jumper wire straight from battery they engage and sound good. All fuses r good as well.as well what is the wire on the third Pic looks pretty bad as well

The third pic is the power steering pump pressure switch. It tells the PCM when the pump is under load so proper idle can be maintained.

As far as your fans go, I'd get a copy of the rad fan / condenser fan schematic and go at it from there. It'll make reversing a bad wiring job (especially ones done on these fans) easier.
