95 gst problems

Hey guys, I have a 95 get with 77,000 miles. Car has been sitting in climate controlled shop. Last time I ran it was about a year ago in wit h I had to replace fuel pump. I did and it ran great. Fast forward now, I crank it up.....runs like crap. Drain old gas....still same. When it's cold it spits and shudders and sounds like it misses until it reaches temp then runs great except it idles about 1400 rpm. I put a new 02 sensor, new icv. Cel is p0202 and p1400. I swapped #2 injector to #3 and still getting p0202. Everything is factory except for intake. Car runs great driving down road and under boost so I'm lost here .boost gauge shows about 18 hp vacuum at idle. A/f meter is lean for few seconds then goes rich for few seconds. It's not acting like it did before this problem.

Also have watched a few videos on how the icv should move when key is turned on, and even the new one I can see it move.
