I have a turbo with a large pipe that bolts on and a nother pipe that is a small 1/4 in pipe that is threaded and flared ,they are for the water .I can't figure out which one is the inlet I think it is the larger pipe ,And I also need help to figure out if the little pipe is the exit, would it hurt to increase the diameter of the line to make it easier to T into the water lines

It doesn't really matter which way the water circulates through the turbo. Make the inlet/outlet which ever side is easiest to install the lines. You can upgrade to larger line to make it easier to tap into the water lines. Only so much water is going to flow through the turbo but bigger lines wont hurt anything.
