If you have way to much fuel pressure in your fuel rail can it cause any problems other than broken fuel lines?

and what is over run?????

Fuel lines are usually burst rated to over 100+psi, and if you are pumping out that much you've got more important problems.

Too much fuel pressure would cause more fuel to be injected at each injector pulse, leading to a rich condition both on and off boost.

Over-run is referring to a fuel pressure regulator not being able to bleed off enough pressure to keep it where you want it, leading to an uncontrollable rise in pressure in the fuel rail.
