1G high idle after water pump replaced

Just like the title says, I just replaced the water pump on my 90' GST now it idles at 1500-1600 rpms almost constantly, every now and then after the car is warm and i restart it, it idles normal till i get her moving, then it goes back to 1500. I followed the toming belt replacement instructions to the letter. Any ideas, its driving me nuts!

I forgot to add that I'm getting white smoke from the tailpipe on startup with the idle up so high. I'll be checking the iac in the morning, but I don't think that is the problem.
 
Update: I checked the iac, as per v-faq and the coils are all good. did the biss screw reset, dialed it down to about 800rpms, after removing the clips and restarting the car it now idles at about 1100- 1200rpms. What Am I doing wrong here?
