Just picked up a 99 gst auto with minor mods just has downpipe intake exhaust etc what would be best to make it faster without building the block which I will probably need to later on down the road also was thinking of getting a blow off valve I'm open to opinions
 
Reading the upgrade path the Steve linked to is your first and best stop. It's packed with a lot of good seed info. There's a lot that goes into "making it faster" beyond just adding this or that part. The good thing is building the block won't be necessary unless the block hasn't been properly taken care of (is weak due to lack of maintenance) or you want to get more than about 400HP out of it.

Making the car faster is about either making the engine put out more power or making the car lighter. Assuming you want to beef up the engine, realize that every thing on the engine that makes power is connected to the rest of the things that make power. For example, increasing boost places a demand on the fuel system, on the cooling system, on the oiling system, on the intake, on the rotating assembly, etc. You have some fudge room (e.g., you can increase boost by a bit without changing anything else) but anything major will require that the other affected systems be addressed.

As to the BOV, the stock BOV is fine until you start really changing things. Remember that the BOV is recirculating, not vent to atmosphere (VTA). Changing the BOV won't do anything for you power-wise at this point. Is there something specific you are looking for regarding the BOV? For example, are you looking to hear the loud "PSSSHHHH" of a VTA BOV?
