2G 1998 Eclipse GSX issue

Hello, I am new to the dsm community and recently acquired my 1998 gsx, good condition and I got it for a decent price so I jumped at the opportunity to get it, I somehow failed to notice this potential issue till I came home, if anyone has any suggestions, links, tips or anything that could help me figure out if this is an issue and if so what I can do about it that would be greatly apriciated, thank you.

That was my question exactly, I have done a good amount of looking up and have yet to find any sort of answer, I have had no issues with the car regarding this (that I know of) but don't know what to do about it or how I can diagnose it.

WHAT question?? you've yet to tell us what's wrong or what symptoms you're having.

Yes, there is a inspection cover/splash shield that bolts to the block.
