The exhaust cam tends to rotate counterclockwise when tension is applied to the belt. You can advance it one tooth clockwise before applying tension and it should line up. Try setting the crank mark and then the cams instead of locking the cams...
Ok, great. We might have located the main issue. Please don't try to hardwire anything in yet, we will do more testing because there is so many variables that are still unknown. I'll get back
