Would timing be the problem?

My friend has a 91 Talon TSI. It didn't run when he bought it. The car is getting spark. It is also getting fuel (#2 more than the others). The timing was done by someone we thought knew what they were doing, but everything lined up. We tried a new engine coolant sensor. So finally we did a compression test. The numbers came up 0-155-0-0. Could this be that timing is still off? What else could it be?
 
That would be a timing off compression test. Even though they line up, make sure the crank mark is where it is supose to be. put the crank mark exactly where it should be then look at the cam gears.
