i have a manual boost controller and its tied inbetween my wastegate actuator nipple and the bottom of my turbo compressor housing. is that installed correctly?

Yes (maybe).
As long as the MBC source (usually the nipple opposite the control knob) goes to the compressor and the MBC feed (usually the side nipple) goes to the waste-gate.
