i keep having the same thing happen but it's a here and there type of thing,now i live in upstate ny and it freaking cold as hell here my car runs for 15 min in the morning before i go to work know when i first start going the car does not want to move like the turbo isn't lubed enough yet but after awhile of taking it easy it spools just fine now thats normal in a cold climate right?
w/ that said driving around normally everything is fine pull out of the bank shift from 2nd to 3rd and get on it and i can here the turbo spool but the car doesn't seem to move like theres spool but no boost, kinda like when its cold in the morning WTF!!!!!!!!! help me understand.

just a suggestion, but let your car warm up before you ever "get on it". I never go above 3000 rpms until my car is fully warmed. Likewise, I watch my logger and never go over 40% tps until my car is fully warmed up. under normal driving conditons even after the car has warmed up I dont go over the 3000/40% marks either. Your car will thank you for that kinda stuff.

did you say when you were pulling out of the bank and you heard the turbo spool but it didn't fell powerful that the car was warmed up, or still cold? I think your only problem is you dont let your car warm up...
 
What rpm does this happen at. It could be phantom knock. I had the same issue at around 2500 rpm. I didn't know what it was until I got DSMlink and noticed I was getting huge amounts of knock at that same time. The knock causes the ecu to pull timing making the car feel REALLY sluggish. This only happened within the first 5 mins. If I backed off the gas and got back on it or shifted it would stop. Oddley enough, I haven't experienced that in a while.
 
PROBABLY IN THE 2500-3000 RANGE, I PUSH THE GAS PEDAL AND I CAN HEAR IT SPOOL BUT THE CAR DO GO ANYWHERE AND THIS DOES NOT HAPPEN ALL THE TIME JUST ONCE AND AWHILE BUT THIS LAST TIME HAPPENED AFTER I HAD BEEN RUNNING ERRANDS FOR LIKE AN HOUR

AND SOMETIMES I DO HEAR I SLIGHT WHINE FROM THE TURBO MOSTLY ON THE WAY TO WORK BUT USUALLY DOES NOT LAST THAT LONG, TURBO TIMED AND THE CAR WARMS UP FOR 15 MIN IN THE MORNING, BUT USAULLY THERES IS NO PROBLEM EXECPT FOR THE ONCE IN AWHILE SPOOL BUT NO BOOST SITUATION.
 
I only say boost leak because I had experienced exactly what he described, even after warming up the car for 5-10 minutes(but once the car was actually driven and hot, it would almost go away). After fixing a few leaks it is pretty much gone on my car.
 
I just finished building/installing my 6bolt w/ a 16g. My set up was that I had a manual boost controller connect to the intake manifold fter the tb, I actually took the controller off and connect strait to the torbo outlet, w/o any type of boost control, i get 10 psi boost now (just after a rebuild, taking it easy), and the problem is good. Plus, I had a shitty MBC, and i think it leaker (no boost leak detecter). I'm not sure whether or not it had to do w/ the boost controller or the way it was hooked up, but this happened 1/2 an hour before I got a boost gauge, and so when the boost gauge was installed I already removed the MBC. So for me it was either the routing (too long, maybe cheap facuum lines not holding up to boost to open the actuator) or the crappy ass MBC.

Just for fun, try hooking up a line from the turbo outlet straight to your actuator (this will give u minimum boost 6psi i believe on a 14b) and see if it solves your problem.
 
Yes, if letting off the gas and getting back on fixes it, its 100% phantom knock. I have it sometimes, its easy to see on the logger. When slowly accelerating, my timing is in the high 20's or so, then it dips to about 15 and feels like it just lost a good amount of power, then goes back to high 20's timing and feels fine. It rarely happens since I'm so used to my car and I've found ways to avoid it.
 
I have never actually felt a loss of power because of phantom knock, but I don't get on it till the car is at proper operating temp. But I do know I get phontom knock when the car is cold, sometimes see up to 3 deg of retard (have check engine light flash at 3 deg with dsmlink) & I have low miles on my car (40K). My buddy has around 80K and he sometimes see's between 5-10 deg. This only happens when the car is cold, maybe has something to do with the lifters? Once the car is fully warmed I don't get the phantom knock on light loads. This condition may be worse in your case as I only drive my car in the summer. 15 min of idleing before you drive probably isn't enough to get it properly warmed up, you need to have abit of a load on the motor to speed up the heating up time.
