Yeah you can eliminate them and remove the FIAV on the throttle body and replace it with a block out plate. You should be ok in Georgia. But even still on colder mornings you might find your car not wanting to maintain idle upon start up. If you don't mind sitting in the car with your foot on the pedal giving it gas until it warms up, by all means remove them and the FIAV.

The free way does not require a bypass plate (used to retain the ISC) or block off plate (eliminates the ISC). If you remove the lines you have to remove the FIAV or you will get idle surge.

I have mine removed and I not have issues in the cold with the car trying to stall out on idle. If you block the the ISC off then you will have idle issues. Just read over the link I provided and you'll get your answers.
 
Believe it or not, to HEAT the throttle body. Yes they can be deleted if you live in a temperate climate (not canada or alaska or anywhere with regular sub zero temps).

Not really accurate. They're there so the FIAV can increase idle speed on cold starts by bypassing the throttle plate. When the coolant reaches a certain temperature assuming the FIAV is 100% functional it closes and idle speed returns to normal.
 
So why are you spending money on a plate that does the same thing as I posted the article about which is free??! WTF
