vacuum line question/ turbo question

my car has not been building boost efficiently. what i mean by this is my turbo is not building full boost till 4000-4500 at only 8lbs -9lbs and vacuum is -20 or -22 and it is a td04 turbo. the vehicle is a 97 gsx by the way. i was going over the vacuum lines and looked at taboo racing website for how they are run and the td04 doesnt have a line to the turbo it was drawing off the lower intercooler pipe line (T'd) in between the waste gate and boost solenoid to draw waste gate pressure im assuming. well i decided to cap the line to the intercooler pipe and ran the line straight off the waste gate to boost solenoid and have better response now? im assuming there is a leek some where on the car as i have not done a pressure test yet as i need to. what im getting at is what is everyones thoughts on this? as there is no line in between waste gate and solenoid now but im building 12-13lbs of boost with no creep so far? any thoughts i would love to hear.

without a BLT its hard to tell but slow boost could be vacuum related, exhaust leak or like my old turbo exhaust fins bent/missing.

even with no boost leaks bent fins will drastically change spool up.

well i pulled the intake off last night and there is no bent missing fins. there is a good amount of side to side shaft play though. still how did i gain lbs of boost by closing off the line that would draw the waste gate pressure. to open it? does that mean there is a vacuum leak i assume? but you know what they say about assuming LOL.

at least that i could see
 
well hopefully going to do a boost leak test tonight but any input would be appreciated
