Strange wires coming out of my radiator fans

Top pic: What is this wire connecting to? It leads up into the metal rectangular box and is connected to where I plug in the fan. I'm getting 2 Spal fans which is why I need to know what this is

Bottom pic: Also since I'm asking anyway, what is this little black cylinder with the grey top?

Lastly, I'm missing a windshield washer fluid tank. Where is the hose that gets the water? I swear the car shot water out when I first bought it but I can't figure out where to add more

The wiring seems like someone hacked something together to make the fans work.

The second photos shows the cruise control solenoid.

Check the drivers side of the trunk. In that lip there is a plug.

Make sure your battery can't move, especially with the positive terminal exposed like that. Many a DSM have burned to the ground because the battery made contact with the strut bar, welded it self to it, and set the wiring on fire.
 
Thanks guys! Filled up the washer tank in the back and it works now.

knoch - yeah, there's alot of ghetto-rigged stuff from the previous owner and I'm trying to identify these objects so I can potentially remove some of the wires. There's like 8 wires connected from the frame to a random object (grounding it?, but wtf for?)

Can someone tell me what the cylinder in the second pic is? Black with silver top? I can find tutorials on how to remove stuff myself but I need to know what to search for. Thanks!
