Starter getting power - not turning over.

Recently just had a bad rainstorm and to make a long story short, water got sucked up from a poorly grated road. There was a lot of water in the intercooler after I pushed the car out and the starter was just about dead. Tried to crank it and starter just died. So I got the car towed to my house. Got new NGKBPR-6ES plugs, oil and starter. Replaced the starter (which was a PITA by the way due to shifter cable), and pulled the plugs and my coil-on-plug setup. Pulled the harness off the coils, and the harnesses from the injectors.

Car has an everstart batter (yea I know) which was running around 11.8 volts. Put it on a battery charger and got it up to about 13.2 and tried to turn it over to clear out the water. The bender..benz...whatever the hell the thing is called that moves the gear into the flywheel (you'll have to excuse me, frustrated to all hell and very tired), but car doesn't crank. Gave it a jump from another vehicle and it doesn't crank...

For laughs I drained the motor and put new oil in, thinking that could do something even though theres no compression since theres no plugs. So the only thing I can really think of is that it either bent a rod/broke a rod or something is seized.

Anyone have any idea? If I left out some information, once again forgive me, rather tired.
It's a 97 GST w/ Manual Tranny.
 
The water IN the intercooler would point to hydrolock, which can bend a rod. And seeing that you engine wont turn over with a new starter running on 13 volts that would be my opinion.
 
Assuming that I did bend a rod...The rod would be the only thing I'd have to replace correct? Assuming that it didnt break and hit the cylinder walls?
 
If the starter is getting power but doesnt turn over, try running a jump wire from the small single wire on the starter(remote switch) to a 12v source. If it starts there is something wrong between the key and the starter.

Well come to find out I had it grounded wrong....<--idiot. But none the less also have 2 bent rods.
