REALLY late full boost

ever since i bought the 1g eclipse, i have noticed that the turbo doesn't hit full boost until 5-5.3k, starting to spool around 2900rpm, depending on the gear though. i thought this was normal until my gearhead friends drove my car and told me it takes 2,000rpm for turbo to hit full boost LOL

i have no clue why this is happening. there are no boost leaks and the turbo has absolutely no shaftplay whatsoever. any ideas?
 
well there isnt any coolant in the oil or smoking whatsoever so i dont think its the headgasket. also the guy who i bought the car from told me the headgasket is new.
