Quick couple of Cyclone actuator questions

My Cyclone intake manifold didn't come with the vacuum actuator when I got it, instead it came with a Supra wastegate which is supposed to open at 14psi. I can get 14psi by 3k rpms easily and I think that is too early for it to open.

1. Does anybody know where I can actually get the real vacuum actuator or something like it?

2. Can I use an rpm switch (fpr solenoid in my case) with the wastegate to have it open later?

3. Can I use a boost controller to have it open later? My only issue with this is that I only want to run 25 or less psi, and I think I can still have that full boost before I want it to open which is around 4200ish.

I jacked my vacuum canister from a Daewoo at the scrapyard. I didnt know they used variable intakes untill i walked by one.
You could use Toyota stuff too

The wastegate method is a good method. Nice and smooth opening. Guys with big turboes would love 14psi at 3k RPM.
