Problem with Boost Control

I am having a bit of a problem. I cant seem to control my boost. I have a Profec B boost controller ( the first one). Heres the deal I just got a JDM motor put in not to long ago and i wanted to see how low i could turn my boost down. turns out it maxed out the gauge and and hit 30 psi and i hit fuel cut pretty bad. So i backed off and tried to check and see if i had a leak of any kind and i cant seem to figure it out. Just recently I ran a turbo rsx-s and now i cant get over 10-11psi which i think is what the wastegate is. i did a boost leak test and had two leaks, 1 from the BOV Flange and the other was from the coupler on the intake side of the intercooler. Both leaks were fixed and i hoped that would have fixed the problem but it hasnt. Which brings me here. Any help will be greatly appreciated.

Any ideas? This hasnt happened to anyone. The only thing i can think of is it might be the boost controller
 
The arm is still on sturdy theres nothin loose. What else should i check on it?
 
What should i check on it? the pin is still holdin and its not loose.
