Problem at 13-14 psi? Power loss and drop!

Today while comming home from school I got onto the freeway. And while getting on the free way i floured it. But then all of a sudden around 13-14 psi I felt like a repeated hitting feeling and power loss as the boost will drop then increase, then drop over and over. I dont know how to explayin it but it feels like when you drive over the yellow markers on the side of the road, but faster.
And also when that problem started another problem came up. When ever the engine is cold and i start it, i hear a thumping sound in the engine (it goes away in like 1sec tho).

Could the first problem be fuel cut? what does it feel like to hit fuel cut?

Yes it sounds like youve encountered fuel cut. Check to make sure that you dont have any boost leaks or exuast leaks as those will cause creep and fuel cut.
