While I have had my 95 gsx with keyless entry the power locks have never worked. Someone before me did put universal actuators in but I'm wanting to check if something else may have been wrong rather than the actuators. With both stock actuators disconnected and trying the locks I don't get any voltage to the actuator but the relay clicks. To test the actuators I get an ohm reading between the resistor wires and when I switch the lock manually the circuit in the actuator opens and closes. Why would I not be getting voltage to the actuators?
 
The stock Door Lock Power Relay switches in both power and ground to the actuator (with proper polarity depending on whether it's locking or unlocking). So while one wire gets +12v the other is connected to ground by the relay. Check for a bad relay ground connection which is under the drivers seat (front floor upper cross member) which is the same one the fuel pump and fuel sender uses.
