If you put your fingers on each side and pull up and down how much play is normal, from peak to peak mine has about 3/4" of up and down play. on my old talon with a new T-belt the play was like 1/4".

should I get it looked at
 
If you check it after the engine has not run for awhile there often will be slack,watch the belt while its running and rev it up it should not flop around.
 
It depends on were you are checking it. You can not check it between the cam gears. The tention is this area is going to change all the time. I will honestly say I am not sure about the twist method so some else will have to answer that for you, but dont check it betweent he cam gears.
