2G P0170 Error Code

Hoping someone can help me. I keep getting a P0170 error code on my daughter 1996 Talon TSi.

When I checked the DTC Freeze Frame on my Accutron Scanner, the following information was listed.

Engine RPM 2432 RPM
Load Value 36.4%
Coolant Temp 213 F
Short Term Fuel Trim 1 17.1%
Long Term Fuel Trim 1 12.5%
Short Term Fuel Trim 3 -100.6%
Long Term Fuel Trim 3 -100.6%
Vehicle Speed 56 MPH
Fuel System 1 CLSD
Fuel System 2 N/A

Any help would be appreciated. I just bought an O2 sensor based on previous forums that I've read. This car is running very rich and only gets about 17-18 mpg.

do you have any pre turbo exhaust leaks? any cracks or even an 02 housing leak? as with the leak it will see the extra air and think your engine is running lean thus throwing fuel to compensate.
 
It would help to know your supporting mods, please fill your profile out.

I always have that code present because I'm runnign a bigger fuel system with the SAFCII. If your running a bigger fuel system I believe you can tune it out, I just haven't found the specs to do that. If you have a stock fuel system and replaced the O2 I would believe something in the lines of what Brian said, then there is a leak in the exhaust before the 1st O2 and the the O2 sensor is reading the extra air and dumping fuel in your engine and it cant find the right trim causing it to go out of range
 
Thanks for the reply. This car has no mods. The engine and cylinder head were completely rebuit about 5K miles ago and the car has run rich since I first fired it up (bought it with a blown motor). The only leak that I know of appears to be a hairline crack in the factory cast iron exhaust manifold. I noticed brown residue at the bottom of the exhaust manifold the last time I had it off. Would this be a condition that could cause the O2 sensor to read lean? It seems the check engine light is comming on around 50 mph. Thanks for your help.

Do a vacuum test. A true test is to apply pressured air at the turbo intake, and listen for leaks with the engine off.

When/if a leak is detected in that manner, you slowly move up the intake system from the turbo, intercooler and piping, blow-off valve, throttle body and elbow, manifold plenum, EGR valve, cylinder head, and then each individual cylinder.

A simple compression test can also reveal problems as well. Sometimes having poor ignition timing can make the ECU think the there's an intake problem.
Thus thinking you need more fuel. Sound like maybe this could be it?

Ignition timing could also cause things like that
