One fan isnt working, at all.

As you look on the motor from the top, the right hand fan cuts on and off fine, but the left one doesnt move at all. Actually, I dont think its ever come on. Is that just a alternate fan in case of overheating, or are both supposed to run at once?

A/c fan, turn on your A/C and it will come to life.

Yep! Both fans will come on when you turn on the A/C, regardless of temperature. Its a good way to test the fans if your in a rush!
