I know this is a late ass post but there is an AWD dyno locally and one that I have dyno'd my old Galant on. It's at Abel Racing in Midwest City. Proof? This was in 2020. They also have experience with the 4G63 platform so they could tune it for you as well? As far as building your engines locally, I would venture Darren at DTR. He has a machine shop, has built several of our heads here including the one that was on my GVR4 and the one in my 2G. He also has access to an AWD dyno but I have not been on it. I rebuild my own engines.
