Oil Pump wont spin

I am trying to set time on my new engine and I was having a bi*** of a time spinning the oil pump. Figured what the hell, I have a balance shaft elimination kit installed, oil pump does not need to be on time anyways.

So I have the the entire thing timed and it won't turn over. I have been trying to spin the crank with my 22MM wrench that is about 2.5 feet long or so. No go. So I decided to go ahead and put the proper torque on the bolt with my torque wrench. I torqued the crank bolt to 86 ft lbs and it still wouldn't turn over.

My oil pump is a topline front case (I believe) with new OEM gears I installed. I checked, double checked, and triple checked that the gears were stacked correctly. Then installed the stubby shaft. Reinstalled gear cover.

Is it possible the gears are incompatible with the case? I didn't use the OEM case because it was missing the seal that goes on the back of the bigger gear. I took the case back and got my money back because they said it would be at least a week until they could get me a new one.

Resolved:

As much as it pained me to drop the oil pan, I dropped the oil pan. Pulled off the OFH, and popped off the front case. The OEM gears are large than the housing allowed for. So I am cleaning the oem housing in the dish waser with plenty of engine degreaser and then putting it all back together. Hope fully I have another pickup tube gasket and OFH gasket if not it means another 3 days of down time... ARRRRGHHHH.

If your are going to use the topline front case I would use the topline gears as well. It is possible that they aren't machined to exactly the same specs and that could be causing your problem.
 
Thats what I was thinking as well. Gonna drive up to my bosses and see if he will let me in the shop tomorrow to use the hot tank and dip my old case. It was nasty as #### therefore I figured I will just buy an entire pump instead of a new set of gears.

Got the new OEM case on there and notice it is missing the seal. Pulled this topline one out of a pile of parts from previous cars. Stripped the smaller gear taking off the hacked balance shaft so I am gonna have to clean the OEM case I have, and try to use it.
