I just want to know the best offset for 17 x 8 wheels for 1g dsm's. Ill be buying ce28n wheels.

Looks like they're offered in +33, 38, and 44 offset.

Are you running stock suspension or coilovers? The front struts don't leave a whole bunch of room to come closer.
The rear control arm will prevent you from using the +44. The +33 would be close to flush on the front fender, maybe a bit proud.

+38 would be the safe bet - You will be about 33mm further out on the exterior, and about 17mm closer on the inside which should still be fine with the rear control arm.

I know +38 is good, that's what the evo rims are and they fit real nice, sticks out just a bit in front but not enough to look bad. For reference stock offset is +46, if you didn't already know that.
 
You could check with Tirerack.com. They have all the measurements and can tell you what will fit. I sent them measurements of my big brake kit to find out what wheels would fit. They were really helpful.
