Hey i got a 90 talon tsi and my head is warped and the valves are beat. This kid came over the other day and offered me a non turbo head for 75 without cams and i was wondering if the turbo heads and the non turbo heads are compatiable?? THANKS!!

Just put in your cams. The turbo intake cam is different, so its needed. Also pull out the bolt for the turbo's oil feed line.

Yep, they transfer over just fine. $75 is a good deal if everything is working on it. You might want to consider how many miles are on it however. Some of the higher mileage 1g heads may need new valve seals. I got everything refurbished on a 1g head for about $200, but you may be able to find it for cheaper.
