lower boost.. why? :(

My boost is considerably lower then it used to be and I'm not sure why.. I had the timing belt slip but i have replaced everything head/valvetrain/timing belt/tensioner and so on. It sat for about 1 year... At any rate i see a max of 8-9 psi with the boost control little plug thing pulled out already. I used to see 14-15 psi... Also my vacume sits around 7-8. When i vent the BPV to atmosphere i get even less boost.. like 4-5 psi.. Any ideas?
