Low Idle, Stalling, Ticking problem.

Hey Ive had my talon for a good 6 months now and have had no problems besides a little smoke from the pipe. Anyway Lately its been idleing low and surging, and Will stall if I put it in gear. I can powerbrake it and get it to go fine. It also has a ticking problem, but its not the tick like a sticky lifter, almost wanna say its a valve. It only ticks when it under 700 rpm, after that its fine. I failed inspection by .01 because of too much unburned fuel. I have no Idea what the problem is, if you guys have any ideas it would be greatly appreciated.

well I put in some Lucas oil additive and it got rid of the ticking problem which game me a bunch more top end power again. Now im still having this stalling problem.
