is my turbo bad or nor

when i start my car i hear a loud rattle noise from what sounds like my turbo or manifold cant pinpoint the location butwhen i get to 5 psi its sputters out and wont pull. like its being choked

sounds to me like the compression wheel is being held up or seized

The rattle is probably the heat shells. For the sputtering it could be anything. Try putting a little effort into basic diagnostics and then report back with real symptoms and information.
