Is installing an apexi avc-r boost controller the same as any other ebc?

I installed my boost controller with one vacuum line t-ed in from the fuel pressure regulator vacuum lines to the fpr solenoid and the t line goes to the back off my boost controller. My control valve has one line from the jpipe going to the in part of the control valve and the out is going to the wastegate. its not controlling boost at all, where did i mess up? my boost controller is a very old style avc-r.
 
here is what i have. plus the solinoid not in the pic. i have the wiring right. how do i hook up the vacuum lines?
i have the vac line from the jpipe to the in solinoid and the out soleniod going to the wastegate. The vacuum line on the back of the boost controller is going t-ed into the line from the fpr to the solenoid.
 
That sounds about right. Though you have the older AVCR. The newer AVCR has a separate boost/vac sensor that plugs into the harness. The solenoid also sounds pretty simple. Mine had 3 ports. It was to accommodate for the other port on the external WG. The only thing that might be a little bit troublesome is where you tee'd off the boost sensor. After going through the intercooler and maybe a couple of boost leaks, you'll get a slightly different reading from right out the turbo vs. the intake manifold.
 

i wish i had that one. mine is much simpler though. i can see what i did wrong but it much have something to do with my valve not opening properly. or the vacuum line in the back of the boost controller needs to be the line from the intake mani to the fpr solenoid.
