So here's the issue I'm having:

The hole drilled in the aftermarket steering hub is just big enough for the wires to come through. So I need to remove that black rectangular piece of plastic where it can sit flush. My issue here is that piece is riveted to the clock spring, and I really don't want to risk damaging my clock spring. So how do I remove it and install my hub?

It actually looks like this hub was deigned for me to completely remove the clock spring and components. Which I'll do if I have to, but I'd rather keep it where the blinkers disengage. Lol

You need to remove the clock spring, the components to disengage the turn signals can stay without the clock spring.
Just did this a few weeks ago.
I removed the whole clock spring and my turn signals still disengage!
 
It's only mocked up. I need to clean everything up and install the horn button and torque everything down.

I decided to go ahead and delete the horn since the car rarely sees the public streets anymore. But you could probably leave a few extra inches of wire tucked behind the plastic covers
 
How are you supposed to have a horn without a clock spring?
I bought this:

Then created our own connection point that stays in contact with it while turning. horn works perfectly
