Horn works when it wants

I'm having an issue with my car horn on my 95 GSX. The left steering wheel button works on and off (except when it's really cold) and the right button works even less, and when the factory alarm sounds off the horn sounds totaly sick. I've check the fuses and wires and everything seems OK. Anyone with ideas where to go from here?
