1G high idle surges on eagle

1992 eagle talon awd turbo. engine surges between 1200 & 1800 rpm and will continue until put into gear then it drops down to 1000 to 1100 rpm. i remove the plug on the opposite side of carb from the tps and the idle jumps up to 2000 rpm but the surging quits. any ideas?????also when surging the vacuum show negitive to 0, and when higher rpm vacuum show ok positive. i checked for leaks and could not find any.
what about the tps?
 
Okay, I'm writing this personalized to you because I'm awesome.
The surging, in simple terms, means that the ECU recognizes something is wrong and it cuts fuel. Once it gets below 1500 or so, it says; "Hey, I don't need to cut fuel anymore", and it lets the fuel back, Repeat process.
That switch is the closed idle switch, DO NOT SCREW IT OUT.
The manufacturer suggests not to play with it, but it is safe to unplug.
Basically, you have too much air getting past the throttle plate.
Take off your intake and assure that the throttle plate is closing all the way.
Spray A LITTLE carb cleaner in there and use a tooth brush to scrub out junk.
Re-adjust your throttle cable, it can be as simple as that.
It could be because the ISC is faulty,

I can almost guarantee (Almost) that this will fix it, if not, it's one of the less common problems in the guide shown above.

You also don't have a carb. Your car is fuel injected, so it's a throttle body.

And by "checked for leaks" do you mean you listened for leaks, or that you actually did a boost leak test by hooking a compressor up to a device clamped onto the intake (usually the compressor inlet)?
