So i was replacing my cigarette lighter fuze and i found this hidden behind the kick pannel. it goes up into the wiring harness. its a green/black wire into a blue/black wire. any ideas? on driver side its a 93 tsi awd

clutch switch wire. for either the cruise or for the starter.

can you start the car without depressing the clutch pedal?

yes i can start the car without pressing the clutch. the car also takes forever to crank over
