first timing belt job

Got everything done right, feels good on the cam gears, but I can still move the tensioner pulley up and down? Is it supposed to be like this? I followed the directions on vfaq and on a video on YouTube. The arm the pulley is bolted on still moves up and down and seems like there is more slack in the belt down by the tensioner pulley.

I installed a new tensioner pulley and used the alternate route using the screwdriver as mentioned on vfaq...I just pryed a flathead againt the tensioner arm..
