So before I start the car there is 12 volts at the battery. Once I start it it goes up to 17.8 or so and will move from 16 to 17.8. After about ten minutes the voltage drop to like 16.2. My cd player wont work when its that high and will turn on once it drops.

Is therea way to fix voltage regulator or do I have to replace? Can I drive the vehicle like this?

Do you have a high put altenator?
Your altenator may have a problem or your voltage regulator to.

You will probably have to replace it unless you know to desolder, solder, and mix and fill the body with the resin. It is just easier and probably just as cheap to get one from the parts store. Although, I think it sounds more like a short in your windings on the alternator. That will cause high voltage and all the regulators in the world won't bring it down.

I would take the alt. To the advance or autozone and have them test it and see what tje machine says. Could in fact be the voltage regulator.
