420A Electrical nightmare!!!

I got this 96 Talon Esi last week and the power windows didnt work, neither did the turn signals... I later realized the horn didnt work either. So I checked fuses and it all looked legit. When you use the turn signal it goes into the position and doesnt do the clicking noise or light up inside on the gauge cluster. the hazzards wouldnt work either. but the windshield wipers do. Today the turn signals and hazzards worked randomly and stopped again??? the power windows just dont do anything at all on either side and neither do the power locks... Somebody please tell me where to even begin on this after the fuses! Its way too hot to not have power windows or A/C:banghead:
 
I just ran into a problem similar to this on a buddys 95 gst. Not real familiar with the n/t cars but I am sure the problem could go with either car. Check your voltage going in and out of the main fuses (His was 100 amp and and 80 amp) in the engine fuse box. They should be the ones that the alternator and battery wires go to. Make sure you are getting a consistent voltage on both sides. His 80 amp fuse had 12v on one side and like 2 volt on the other. pulled the fuse and one of the prongs was loose. Making just enough contact to start the engine and run but his windows and radio wouldn't work at all. These are the only things we noticed on his car since I was in the garage for the last 2 months and had not been driven. But we replaced the fuse and he was good to go then. Hope this helps

BAM!!! Now the windows work, thanks David!!! You were right. Now I believe the blinker thing and horn is a broken switch in the steering column. Turns out the previous owner tried to put an eclipse steering wheel on and effed up the switch and never ended up putting the wheel on...?..?.? Do I'll replace that and then see if I'm right.
 
Haha Great it is amazing what little things you pick up over time. Personally until I helped my buddy out I would have never guessed that fuse would have caused the windows not to work especially since from looking at it it looked good. That is why using a multimeter is a great tool. Let us know if the switch fixes your other issue

Gonna have to go to a junkyard for the turn signal setup, autozone said about $150... Im also gonna grab a couple other little things like the heater blower motor and the cupholder lid... LOL, just thought I'd share my junkyard plans.
 
might Want to look at the clock spring and make sure its not damaged i had a 99 eclipse guy had put a column in and it was a salvage column the didn't lock the wheel in position in any way when he hocked it up the wheel air bag blew
