The engine has been dropped in. I have hooked up harness and the battery. The starter won't go. When I turn key all my gauge lights kick out and when my buddy reuters jumping it.made his voltage gauge bug out more then normal.

Any.ideas where to start looking.

Have you tried jumping the starter with a wire directly from the battery? That will tell you if the starter is bad or if you have a bad power wire going to it.
 
Now on the starter the, power goes, to the top or bottom thread n nut. Hoping I didn't put backwards.

There's three connection on most starters. The smallest one is the 12v signal from the ign circuit. The large one thats just a stud is the 12v positive from the battery. The other stud with something already connected to it, leave it alone. It grounds out through the trans/engine, so make sure that you have a few grounds coming from the engine.
