Electrical Issue....Climate control displays/Cigarette lighter

I'm having an issue with my climate control displays on my 2g N/T. When I turn my lights on, only the A/C little snowflake and the hazard button light up. I'm wondering what may have happened? It just happened all of a sudden. I thought maybe I blew a fuse because my cigarette lighter hasn't been working for quite some time, so I was messing around with the wires. I can't seem to find where the fuse is for the displays, if anyone has any ideas please let me know. Thanks

Additionally, does anyone know how to properly hook up a cigarette lighter? There is two wires, one blue, and one black, and the lighter that illuminates the ring. The light works, but the cigarette lighter does not. I hooked the blue wire to the cigarette lighter and the black wire to the outer piece that goes around the cigarette lighter on the back side. I can't seem to figure it out, so again if anyone has had similar problems, or knows a solution, please let me know. Thanks
 
Its in the same location, and I checked the cigarette lighter fuse and its still good. Are the climate controls and everything else run off that same fuse? If anyone can elaborate further, that would be great. I've checked the fuses that would pertain to the controls as well as under the hood.
