electric relay missing?

Hey guys, Iv'e been lurking for awhile and always searching but this time I can't seem to find what I'm looking for and I need your help.

First off let me say that this is probably a long list of a wiring nightmare. I've been putting a 4g63 into my 98 Dodge Avenger and wiring is not my best thing. Under the dash I have 4 spots for relays and only 3 relays are plugged in. the pic I attached shows the location of the missing one. I have checked all of my grounds twice over and then some but when I turn the ignition I get nothing at all on the dash. Does this relay have something to do with it or am I probably still missing a ground somewhere?

No. That relay location is for the A/T theft alarm starter relay which isn't present on a manual tranny. Keep looking
