Yea so I have a 97 GST Spyder and I'm getting crappy gas mileage on the city Close to 150 in City and 238 on the Highway.
I had the fuel pump replaced and the fuel pressure regulator. The car has a Knock off HKS SSV Blow Off Valve and this big ass eBay intercooler on it that came with it. (Everything is stock except for those two things) and my Check Engine Light is on for The Fuel Pressure Up Solenoid. Which those aren't sold at any auto part stores that looked (Advance Auto Parts). Is that blow off valve and the fuel pressure up solenoid the problem or something else?

More than likely a combination of intake leaks, and Driver Mod. DSMs dont get great gas mileage. Get even worse if you have no tune, bolt-ons, and like to get in the boost often.

If you could at least get a logger and take it for a test drive, LTFT should be from -4 to +4 or less. If your long term fuel trims are really high, you have intake leaks that are bad enough to make the ecu permanently adjust the fuel tables.

The Fuel pressure solenoid really on helps on starts. Its usually one of the first things capped off on a lot of cars. I've binned mine on every DSM I've owned, which has been a lot of them.
 
It does not look like your BOV is recirculated which is going to cause you some problems. The BOV should connect to the intake pipe that looks to be plugged. Not sure if that's the root cause of the bad gas milage but it's definitely not helping.
