coolant line removal

I have a 6262 t4 ball bearing turbo and I recently removed the coolant lines going to it. My question is do I need to plug the holes with a bolt for the coolant lines or can I just leave them open. I have them open right now and the car runs good. The only problem is I cannot get it to boost past 15 psi no matter what I do. No boost leaks. I have a tial 44mm with a 1.1 bar spring with a boost controller and i still can't get it past 15 psi. I think my springs in the wastegate might have been damaged when my car overheated a few months ago. Well anyway my main question is do I need to plug the holes or just leave them open?
 
I'm not really trying to debate if coolant lines are necessary or not for my turbo. It's been argued either way many times. Yes my center housing has spots for coolant lines. My question is can not hooking the coolant lines up and leaving them open without a bolt in them cause a type of boost leak or something?
