Carbon Fiber: Is this fixable?

I dont think you are ever going to be able to fix it to look 100%. Carbon fiber is a big sheet that is layed, then cleared. It is not painted so you can't go back whip up some bondo, sand it smooth and add some carbon fiber paint. You might be able to touch up the areas with black paint and reclear the hood to make it less noticable.
 
also if you just want it to be flat and don't care about the CF pattern, you can just sand off the clear on those sections and get some small sheets of carbon fibre and some resin and apply a couple layers, sand than re clear...

you will be able to tell that there is a patch of CF out of place, but it will prevent more damage.
(just open MS paint and copy a part of your carbon fibre and paste it over those areas and thats sort of how it will look.... out of place)
 
I was just curious. If its completely unfixable, I will just sand down the rough parts, fill it, and paint the whole hood.

Thats probably your best bet. Just sanding those section down, filling those sections with resin (so it stays clear), then sanding the whole hood down a little bit and just re clearing it. Heres a link that might help you out Carbon Fiber Clear Coat Repair. John
